CHELMSFORD — Conservation Commission issues enforcement order for 73 Littleton Road. Chair Chris Garrahan and the seven-member commission voted unanimously to issue an Enforcement Order against property owner Jose Jacinto for filling approximately 1,000 to 1,500 square feet of wetland area without permit, with the order to be recorded at the Registry of Deeds to prevent property transfer until restoration is complete. Agent David Koonce reported the filled area overlies high-quality undisturbed wetland and recommended the Registry filing as increasingly common practice; Jacinto acknowledged the violation and agreed to work with the agent on a restoration plan due by September 1, 2026.
The commission also unanimously approved a five-year Positive 2A Determination for CSX Transportation, Inc., authorizing herbicide application in railroad rights-of-way under State Department of Agriculture oversight.
