Commission rejects expanded wetland buffer zone

CHELMSFORD — The Chelmsford Conservation Commission rejected a flood-protection bylaw amendment in a 3-4 vote. Commissioners Karl Bischoff, Chris Garrahan, and Peter Spawn supported the proposal to add a 100-foot buffer zone for land subject to flooding, while William Vines, John Swenson, Marc Gibbs, and Alexandra Hayden opposed. Conservation Agent David Koonce noted 13 Massachusetts communities, including Acton, Bedford, Burlington, Carlisle, and Westford, have adopted similar protections.
The commission unanimously approved $4,380 for Warren-Pohl Reservation habitat work: $880 for a Putnam Brook design plan and $3,500 for a purple loosestrife beetle control program targeting an invasive plant species.
