Conservation Commission enforces Mill Road wetlands buffer restoration

CHELMSFORD — Conservation Commission issues enforcement order requiring wetlands buffer restoration at Mill Road. The property owner, Luis Vilella, constructed a retaining wall within the protected 25-foot wetlands buffer zone without permits, triggering a Building Inspector citation and Cease and Desist Order. The commission voted unanimously to require removal of the wall and submission of a restoration plan.
The wall, situated approximately four feet from the wetland boundary, was built to level property for pool installation; the owner stated he was unaware of permitting requirements when he purchased the property.
