Planning Board approves PFAS treatment facility and advances six town meeting zoning articles.

Chelmsford Planning Board unanimously approved a site plan and special permit for the Water District's new PFAS treatment facility at Riverneck on Orleans Street. The 50 Orleans Street project, presented by AECOM's Justin Rosenberg, includes a new treatment building, access driveway, and site improvements with construction expected August 2026 through June 2028. Board Chair Chris Lavallee imposed special conditions including motion-activated exterior lighting, annual turtle reports, and pre-construction submission of stormwater plans.
The board also recommended six zoning articles to town meeting, including updates to the Community Enhancement and Investment Overlay District, revisions to parking, boarding house, and bed and breakfast use definitions, and a new outdoor lighting bylaw that passed 6-0-1 with Annita Tanini abstaining.
