CHELMSFORD — Planning Board closes hearings on zoning amendments ahead of spring town meeting. Chair Chris Lavallee steered the board to unanimously close the public hearing on Community Enhancement and Investment Overlay District amendments addressing use regulations, performance standards, and outdoor lighting, with the articles now in Town Counsel's hands for final review. The board also unanimously closed and recommended rezoning changes affecting multiple parcels in industrial and commercial districts, with Community Development Director Evan Belansky clarifying that the town zoning map supersedes assessor records.

A citizens petition to overturn the definition of "Family" from Fall 2025 was continued to February 25 after the petitioner did not appear.
