CHELMSFORD — Planning Board continues Lady Slipper Lane hearing and advances multiple zoning initiatives. The board unanimously continued the public hearing for Donna Koulas's three-lot definitive subdivision at 9 Lady Slipper Lane to August 12, 2026. Chair Chris Lavallee closed discussion on 210 Boston Road coffee shop zoning, confirming no change from CA to CB district, with the official public hearing set for August 12.
The board confirmed its Riverneck neighborhood rezoning approach and voted to add Christopher's Towing's three corner properties to the CBLT rezoning list, moving them from residential zoning. Community Development Director Evan Belansky briefed members on recent state housing initiatives, including Zoning Act amendments effective July 1 and Question 7 on the state ballot permitting starter home zoning on 5,000-square-foot lots; the board expressed concerns about Chelmsford's sewer capacity constraints. Belansky announced Northern Middlesex Council of Governments technical assistance beginning in October for compliance with Small Energy Infrastructure Facility siting rules, with a board visit planned for late October or early November.
