CHELMSFORD — Planning Board continues citizens petition on Family definition, postpones hearing. The board advanced work on affordable housing payment-in-lieu provisions, with Chair Chris Lavallee proposing to remove dollar amounts from bylaw language to allow annual fee adjustments through public hearings rather than town meeting votes. Member Deirdre Connolly urged the board to prioritize building whole affordable units, using PILO only for fractional requirements to maintain the town's 10 percent affordable housing threshold.
Members Annita Tanini and Michael Raisbeck will draft zoning proposals for the Riverneck area, combining four zones into one cohesive package for the first May meeting.
