Chelmsford Planning Board continues two major public hearings to January 28. The Chelmsford Water District's Riverneck Water Treatment Facility project proposes a new 6,200-square-foot PFAS treatment building under a state consent order, with the board requesting tree counts, stormwater documentation, and expanded turtle protection materials before next hearing. The board also advanced multiple zoning amendments for Town Meeting consideration, including revisions to the Community Enhancement and Investment Overlay District, a shift in parking garage approvals from ZBA to Planning Board, revised boarding house definitions, and a new bed and breakfast definition (initially excluding RC residential districts).
Community Development Director Evan Belansky reported the town received 18 accessory dwelling unit applications in 2025 and scheduled the first managed growth strategy committee meeting with NMCOG for January 22 under a $10,000 grant for scoping and budgeting.
