CHELMSFORD — Planning Board defers Lady Slipper Lane definitive subdivision hearing to May 27. Applicant Donna Koulas seeks to subdivide her 7.52-acre property in the RB district into three lots, including two single-family homes and an accessory dwelling unit, requiring construction of a private paper road (Chestnut Hill Lane) with waivers for roadway construction. Five abutters spoke against the project, raising concerns about water trespass, stormwater impacts, stone wall disturbance, and whether the applicant has legal rights to construct the full road length.
Chair Chris Lavallee ordered Town Counsel to review the applicant's legal rights and requested a peer-reviewed stormwater report before the board proceeds; the board voted unanimously to continue the hearing.
