Planning Board, Finance Committee advance lighting bylaw to town meeting

Planning Board · Meeting of April 8, 2026

Chelmsford boards advance lighting bylaw to town meeting. The Planning Board and Finance Committee voted April 8 to advance a revised outdoor lighting bylaw to town meeting. The Planning Board unanimously recommended both Article 27 (the bylaw) and Article 28 (zoning change) on 7-0 votes.

The Finance Committee approved Article 27 on a 4-1 vote and Article 28 unanimously, 5-0. Key amendments exempted porch lights on multifamily dwellings from height requirements and converted residential lighting standards from mandatory requirements to recommendations, addressing market availability concerns while maintaining public safety protections for public works situations.
