Planning Board recommends Proctor Road for town acceptance

CHELMSFORD — Planning Board unanimously recommends Proctor Road for town acceptance. Chair Chris Lavallee noted the motion covers the full road length to the town line and will proceed to Town Meeting if approved. The board also continued a citizens petition to overturn revised family-definition zoning (Article 29 from Fall 2025) to April 8, with Lavallee to prepare a written rationale explaining the board's original compliance-focused reasoning.

On housing strategy, member John Sousa Jr. proposed cottage developments of 750-900 square feet for seniors; the board emphasized regional infrastructure must improve before additional supply succeeds. Director Evan Belansky reported the gap analysis is scheduled May 5 with Conservation Commission and Board of Health, and the Managed Growth Strategy Task Force is seeking two rounds of state grants totaling upwards of 200,000 dollars each for data analysis.
