Chelmsford's Managed Growth Strategy Task Force advanced a Priority Development Plan framework at its May 14 meeting. Co-Chair John Sousa and ten task force members approved the NMCOG-presented structure, which will use Urban Sim modeling software to analyze growth scenarios in two phases. The group established four constraint categories: natural resources (water, sewage, flooding), financial pressures, traffic capacity, and equity concerns requiring targeted outreach to burdened communities.
At its next meeting on June 25, 2026, the task force will submit formal questions to the Department of Public Works, School Department, Water Districts, and Board of Health to gather infrastructure and capacity data.
