CHELMSFORD — The Managed Growth Strategy Task Force endorsed a phased planning framework to define Chelmsford's growth trajectory over a decade. Co-Chair John Sousa presided over discussion of a NMCOG survey completed by all committee members, with consultants Chris Hayes and Michael Asciola presenting next steps: the task force will develop two to three development scenarios with supporting infrastructure and policy recommendations, anchored in current-conditions baseline data and input from the Housing Production Plan, Open Space Plan, and Strategic Plan. NMCOG and committee member Evan Belansky will pursue grant funding; the full committee will review updated documents in May.
