Vinal Square committee backs Varney Playground phase two funding.

CHELMSFORD — Vinal Square panel endorses $84,000 Varney Playground phase two with Railroad Foundation backing. The Strategic Action Plan Committee voted unanimously March 2 to recommend Article 25, allocating community preservation funds for an all-inclusive merry-go-round, with the foundation pledging $10,000 toward the project. Director Evan Belansky advised the town cannot regulate exterior facade colors in the square due to lack of historic district zoning and conflicting bylaws.

The committee combined this year's SpringFest with the May 16 clock unveiling, and scheduled early-April public input sessions for a $1.5 million Main Street redesign project aimed at reducing crashes and speeding; construction is expected to begin in 2028 pending capital funding.
