Vinal Square committee charts spring projects and reviews facade authority limits

CHELMSFORD — Vinal Square Strategic Action Plan Committee approved prior minutes and reviewed a dozen spring projects. Chair Virginia Crocker Timmins confirmed the town lacks facade authority outside historic districts, pending input from Laura Lee to the Historic Commission. Ben Duchesney presented spring revival planning including scavenger hunt concepts and fundraising options; the committee emphasized permit procurement, police coordination 30 days ahead, and field care.

Tower Clock installation targets Memorial Day Parade, with Bill Gilet to coordinate brick procurement. Main Street Redesign has no 2026 funding but aims for earliest 2027 start; Fire Station Landscaping, Freeman Lake treatment, and parking lot lease renewal are scheduled for spring.
