CHELMSFORD — Vinal Square panel eyes fall Town Meeting money for a leaking dam valve and Main Street sidewalks. New Town Manager Alex McGee, in his fourth week, sat in as staff reported a 1999-installed emergency valve at a North Chelmsford dam is failing and will need stormwater-reserve funding through a fall Town Meeting warrant article. Engineering staff also outlined an $800,000 free-cash roadway allocation, with $500,000 earmarked for Main Street sidewalks between School Street and Groton Road, after a June meeting drew about 70 residents.
Members approved their April 6, May 11 and June 8 minutes and heard MassDOT's Vinal Square Safety Improvements design is advancing from 25 percent toward 75 percent. The committee also debated a Rockland Trust request to formally sponsor the December 5 holiday tree lighting, with one member saying "historically this event has been volunteer led and run and only taken donations." Members opted to keep no-strings donations for 2025 and revisit tiered sponsorships in 2026.
