Zoning Board · Meeting of August 6, 2026

CHELMSFORD — The Chelmsford Zoning Board of Appeals approved a special permit for a 15 Reid Road addition and closed a 5 Eclipse Avenue hearing that became moot under new state zoning law. Owners Lawrence and Elaine MacDonald received unanimous approval for a 20 percent side setback reduction, to 20 feet from the required 25 feet, with conditions from the Department of Public Works, including a $15-per-gallon sewer capacity impact fee, and from Fire Prevention Captain Josh Abbott. The 5 Eclipse Avenue garage, sought by owners Loren Dick and Maureen Keys, no longer needed board relief after recent Chapter 40A amendments made it by right, so the board closed that hearing "with no testimony." The board also continued the stayed 243 Riverneck Road 40B application, filed by manager Ashok Patel, to September 3, and heard a summary of FY27 state zoning-law changes, including expanded variance hardship grounds and zoning-freeze protections that now begin at application rather than approval.
