Finance Committee · Meeting of October 1, 2026

Chelmsford's Finance Committee rejected a bid to study restoring a Parks and Recreation Department but backed the rest of the fall Town Meeting warrant. Citizen petitioner John Ray pushed for a volunteer-driven committee to explore the department's return, but the panel voted it down 6-0 with one abstention after a member cited the town's 127-page Open Space and Recreation Plan and warned against new costs ahead of a February override vote. "I cannot support that article because we have spent tremendous amounts of time and resources," one member said.

The committee separately approved $150,000 for a Groton Road disability group home rehabilitation and $460,000 to close a funding gap on 50 units of senior housing at the former UMass West site, both unanimous. It also backed, 7-0, a bylaw banning non-recyclable black plastic food containers starting January 1, 2028, after a Recycling Committee survey found 72 percent of responding food establishments willing to switch.
