Chelmsford's Finance Committee previewed 18 fall Town Meeting warrant articles, including a $2.36 million free cash plan. New Town Accountant Heather Russo reported a roughly $3 million general-fund surplus and $2,363,293 in certified free cash for fiscal 2026, with motor vehicle excise revenue beating budget by $392,850 and investment income coming in $696,913 over budget on higher interest rates. Town Manager Alex Magee and Finance Director John Sousa outlined proposed spending including $800,000 for roads and sidewalks and $844,352 into the stabilization fund, plus a $460,000 Community Preservation Fund grant toward the 50-unit, $28.2 million Residences at Bigelow Hall senior housing project.
Member E. MacDonald pressed Magee on why a restroom renovation would cost $350,000; he said it covers four ADA-compliant restrooms built to durable public-use standards. The committee, which also welcomed new member Nicole Tubridy and approved its March 26 minutes 7-0, plans formal warrant votes around Oct. 1 ahead of the Oct. 19 Town Meeting.
