Planning Board · Meeting of October 7, 2026

Chelmsford's Planning Board approved a 12-unit North Road apartment conversion while a Chelmsford Mall drive-thru fight dragged on. The board voted 6-0 to grant special permits, a reduced-parking waiver and an inclusionary-zoning permit for 345 North Road, adding three affordable units above an existing daycare, after attorney Pete Nicosia said "we think it's a project that I hope the board embraces." Members also unanimously approved National Grid's removal of seven trees for utility upgrades on Robin Hill, Parker, Mill and Locust roads. Winstanley Enterprises' plan for a four-unit, 8,850-square-foot building with a coffee drive-thru at the Chelmsford Mall drew heavy resident opposition — "we don't want fast food restaurants, we don't want drive-thrus," said resident Sean Hannaway — and was continued to October 28 pending a traffic peer review, alongside a contested gravel-road subdivision dispute on Lady Slipper Lane and a 24 Maple Road office project.
