CHELMSFORD — The Chelmsford Planning Board unanimously endorsed a defensive zoning-freeze filing for 19 Monmouth Street and continued a long-running Lady Slipper Lane subdivision case to October 7. Applicant Sean Campbell told the board his "Approval Not Required" filing, under Massachusetts General Laws Chapter 41, Section 81P, was meant to lock in current zoning for three years ahead of the statewide Question 7 ballot measure, saying "this filing is defensive." Community Development Director Evan Belansky reported the town's roughly $200,000 Managed Growth Strategy study remains stuck awaiting a state-town matching grant, with word expected "no later than the end of October." A board member said Northern Middlesex Council of Governments raised Chelmsford's annual assessment by about $727, to roughly $16,878. The board also agreed to discuss Question 7 at its October 7 meeting after a Conservation Commission attendee asked whether it would take a position.
